Per The Star, the newly promoted Premier League club want to bolster their squad before the season begins.
The 24-year-old Brazilian, who plays for Lommel in Belgium, impressed during a loan spell at Espanyol last season.
The defensive midfielder has been linked to Celtic and Blades' Premier League rivals Wolves in recent weeks.
Given Sheffield United have a good relationship with City Football Group, who have ownership in Lommel, they believe a deal is feasible.
They had Man City stars Tommy Doyle and James McAtee on loan last season.
