Former AC Milan and Italy coach Arrigo Sacchi agrees with Fabio Capello that Serie A football has declined.
Capello has drawn criticisim for his comments, particularly over Juventus' domination.
"Capello is right to say that we have lost quality, because our league was based on individuality and not on the game," said Sacchi.
"Borussia Dortmund, for example, invests much less than Juve, Milan or Inter, but it is competitive.
"Robert Lewandowski, for example, Genoa went for him for a million and a half, but he has worked and his game has improved.
"Capello is right, as evidenced by the results, look at the Champions League and Europa League."
