Chelsea and Tottenham both made attempts for PSG wing-back Thomas Meunier last week.
Spurs boss Mauricio Pochettino wanted the Belgium right-back to replace Kyle Walker, who left for Manchester City in a £50 million deal.
Meanwhile, Blues manager Antonio Conte hoped to add 25-year-old Meunier to his squad as cover for Cesar Azpilicueta.
A source close to Meunier told La Derniere Heure: “Thomas was at the top of both Chelsea and Tottenham's wish lists.
“But PSG refused to let him go."
