Portsmouth are leading a campaign to stop the FA Cup finalists being short-changed.
Portsmouth chief executive Peter Storrie told The Sun, "The rules have been in place for some time but a change has been discussed with the FA and looks like it'll be taken on board."
The FA rake in £20m from the final, with £4m-£5m in gate receipts. Championship side Cardiff have battled against debts of nearly £25m this year.
Chairman Peter Ridsdale said: "The losers get absolutely nothing, no gate receipts, no television revenue.
"I suppose the FA feel you get £900,000 for winning the semi-final and that is the prize money. We had better get on and win it."
