Pearce is urging UEFA to uphold Englandâ€™s appeal against the penalty shootout yellow card which would keep goalkeeper Hart out of the final.
Pearce said: "We have formulated a letter and that will soon be on its way to UEFA. We are in their hands, but we hope they see our side.
"Weâ€™ve watched it again and the referee has told him after the first penalty not to talk to the taker and he didnâ€™t after that.
"When the player placed the ball on the spot, he was in a crouched position probably about three yards off his line waving his arms.
"Thatâ€™s not a booking offence when youâ€™ve got a kid who has spent two years trying to qualify to play in a major final."
Watford goalkeeper Scott Loach or Peterboroughâ€™s Joe Lewis will take Hartâ€™s place.
