England U21 boss Stuart Pearce hopes to have Manchester City goalkeeper Joe Hart available for the European Championship final.
Pearce is urging UEFA to uphold England's appeal against the penalty shootout yellow card which would keep goalkeeper Hart out of the final.
Pearce said: "We have formulated a letter and that will soon be on its way to UEFA. We are in their hands, but we hope they see our side.
"We've watched it again and the referee has told him after the first penalty not to talk to the taker and he didn't after that.
"When the player placed the ball on the spot, he was in a crouched position probably about three yards off his line waving his arms.
"That's not a booking offence when you've got a kid who has spent two years trying to qualify to play in a major final."
Watford goalkeeper Scott Loach or Peterborough's Joe Lewis will take Hart's place.
