Parma have made a plea to local fans to get behind the club next season.
The Ducali had qualified for the Europa League with a top six finish in Serie A, but the place went to Torino due to financial irregularities.
"This is a year in which those who are attached to Parma must be there," said director general Pietro Leonardi.
"The message for the season ticket holders is clear. The community must respond with its presence at the stadium as a civil answer to injustice.
"We earned our European qualification spot on the field and we want to go out there next season to win it again."
