Wolves chairman Steve Morgan says he'd love to bring the world's best players to Molineux.
Construction magnate Morgan has given the green light to increase the ground capacity to 36,000.
He said: "If I could pump money out of the ground like some Arab states do, then perhaps I wouldn't mind spending huge sums on massive stars.
"But we operate in the real world and everything is relative.
"This club is not in debt and we want to operate in that way.
"Anything other than that just fills the graveyard and one or two clubs have hit trouble because they were spending money they hadn't got.
"You only have to look at Portsmouth and Leeds. We want to get established as a top club, well-run and up there just behind the very best clubs in the country."
