However, Ajax have put a prohibitive price tag on his signature, per The Athletic.
They rejected a fee of as high as €80 million, which means United will move on to Gakpo.
The Netherlands star is happy at PSV, but will be tempted by a move to the Premier League.
United are also close to signing Casemiro from Real Madrid.
