Dickov seized on an error by keeper Bo Myhill to score the first and then lobbed Myhill for the second after a clever piece of ball juggling.
Caleb Folan and Dean Windass put Hull back in the game as Blackpool finished with 10 men after defender Kaspars Gorkss was sent off for a second bookable offence.
Hull manager Phil Brown said: "We showed great character to fight back."
Blackpool manager Simon Grayson said of Dickov: "He showed great anticipation for the first and then a piece of skill that was straight out of the Premier League."
