Boss Roberto Mancini and his backroom team have been weighing up a £20m bid for the Valencia winger this summer.
But Spanish club president Manuel Llorente insists: "We won't negotiate because he is the key man in our project."
City could now turn to another Valencia star, Pablo Hernandez, who is valued at around £10m.
