However, the former Barcelona powerbrokers face a major stumbling block, with Real Madrid also in negotiations.
Indeed, Real, like City, are hopeful of adding Batalla to their Castilla squad for next season.
River president Rodolfo D'Onofrio said last month: "Real Madrid want him. We will have to see if River can hold on to him."
