The 15 year-old is shining for Feyenoord's youth team and Algemeen Dagblad says Liverpool, Chelsea and Manchester City have all posted scouts to watch Fernandes this season.
The exciting wing talent is not tied to pro forms and so can be snapped up by foreign clubs for next-to-nothing.
