Leeds United have called for harsher penalties for any clubs involved in poaching youngsters.
The League One club have won several million pounds via compensation from Chelsea for losing three players but chief executive Shaun Harvey believes there should be extra penalties along with fiscal punishment.
"Compensation awards, we feel, are no longer a sufficient deterrent - and perhaps now is the time to start considering points deductions," Harvey said.
"We need to arrive at a system whereby in any transfer there is a willing buyer, willing seller and willing player."
