The News of the World says he has already sanctioned the £5m sale of Emiliano Insua to Fiorentina and transfer listed youngsters Nabil El Zhar and Damien Plessis.
Reserve keeper Charles Itandje has also been told to find a new club.
And rookie striker David Ngog will be allowed to go on loan to West Brom when Liverpool sign a replacement.
