Tottenham are weighing up making an offer for Nice striker Alassane Plea.
L'Equipe says Spurs are monitoring Plea's situation, though are yet to make a firm bid for the striker.
Instead, Borussia Monchengladbach have come forward with an opening offer of €18m.
However, Nice are demanding interested clubs go higher, particularly with 20 per cent of any fee raised due to Plea's former club Lyon.
OGCN are still banking on Spurs to make a concrete offer and so encourage an auction for the 25 year-old forward.
