AC Milan vice-president Adriano Galliani is planning a new season ticket campaign for the second-half of the season.
Milan have seen their crowds dramatically decline this season.
Speaking to Studio Sport, Galliani said: "What upsets me is that we have lost 16,000 season ticket holders compared with last year.
"I want to write to them to announce that we will be having a special deal from the New Year onwards for those who want to subscribe.
"It's not that we want money, it's just that having 40,000 fans in the ground for the game against Roma was unacceptable."
