"He's top quality and Rangers will be getting a forward with a real eye for goal," Frail told the Sunday Mail. "He's one of these guys you always fancy to score when he is around the box.
"He takes the ball so quickly and catches keepers out all the time. He has this kind of toe-poke finish with no back-lift that he specialises in.
"Everyone could see his ability last season when he finished our top scorer despite leaving in February.
"The two he got when he came on as a sub against Celtic to put them out the CIS Cup were top drawer.
"But he also works hard and has real strength of character.
"That was summed up for me when Velicka dislocated a toe in a game and refused to come off. He was a really good influence in our dressing room and it was a blow to lose him."
