The 23-year-old has struggled to adapt to the Premier League with the Gunners.
Tavares spent last season away on loan, enjoying his time at Marseille in Ligue 1 in France.
Per football.london, he is now inching closer to a move from Arsenal to Nottingham Forest.
The left-back is hugely admired by Forest boss Steve Cooper, who wants to use him regularly.
Tavares is happy to make the move, as he does not want to spend the season on the bench.
