The Liverpool Echo says Everton have been running the rule over Spanish winger Capel.
The 27-year-old Sporting Lisbon wideman, capped twice by his country, is being monitored by the Blues.
Roberto Martinez has told chief scout Kevin Reeves to scour the European markets for left-footed wingers and Capel is one of the names on their shortlist.
