For the fourth consecutive year the Tynecastle club have been punished by the SFA in the governing body's annual disciplinary review.
Hearts received nine red cards and 81 yellows last season but £10,000 of the penalty is suspended.
New boss Csaba Laszlo has identified behaviour on and off the field as a major issue.
They will have to pay the suspended section of the fine in January if their disciplinary record does not improve in the coming months.
