Chelsea and Tottenham are in the frame after David Beckham admitted he could return to England in January.
Becks, 34, is due to return to LA Galaxy next month after completing a six-month loan spell with AC Milan.
But he said: "I will definitely be coming back to Europe in December because of the World Cup.
"Nothing has been finalised yet but Mr Capello has always said to me 'Wherever you go, play at the highest level'.
"I will be playing 10 or 11 games for the Galaxy so I don't think he will be worried about a lack of competitive football.
"He will be more concerned about where I will be going in December, though.
"AC Milan are one of the clubs who have shown an interest but there are a number of top leagues in Europe, including England.
"So we'll just have to see what happens."
Beckham's comments are sure to start a mass scramble.
Tottenham manager Harry Redknapp has already expressed an interest in a six-month loan deal.
And Becks could follow his former Milan chief Carlo Ancelotti to Chelsea.
