Chelsea have been forced to shelve their plans to sign Uruguayan striker Gonzalo Barreto.
The People says FIFA's transfer ban has seen the Blues cool negotiations for the youngster, who is now committed to Lazio.
Barretto is still playing for Danubio in Uruguay, but is expected to join Lazio in 2010 when he turns 18.
