Express says Chelsea are prepared to pay €25 million to Bayer for the Germany international, whose camp has also been offered a five year contract worth €4.8 million-a-season.
Ingo Haspel, Bayer's transfer advisor, was in London last Friday to thrash out terms with Chelsea.
Haspel returned to Germany *****-a-hoop as he has also tentatively agreed a 12-month loan for Kevin de Bruyne - for free.
Schalke are convinced they've done well out of negotiations as Schurrle's buyout clause for this summer's market is €25 million.
