The Cardiff manager is keen to strengthen his defensive resources having sold Steven Caulker to QPR and seen Ben Turner ruled out for a month with an ankle injury.
Keane has had previous loan spells at Leicester, Blackburn and Derby, and Van Gaal is close to making a decision about the 21-year-old's immediate future.
Should he fail to land Keane, Solskjaer will turn his attentions to a loan deal for Ilori.
