Blackburn Rovers have rejected a new offer from Manchester City for striker Roque Santa Cruz.
The Daily Mail says City offered £15m, paid up front, for Santa Cruz, but have again been turned down by Rovers, who want £3m more.
City are now turning their attentions elsewhere to boost manager Mark Hughes' attack.
