Mongongu stands a strapping 6ft 2in but could not stop Monaco being relegated last season and is now keen to move to the Premier League.
Rovers stepped in for Mongongu ahead of West Brom and the proposed deal comes within their budget and leaves them with spare money to spend on other areas of the squad.
