The 2011 Under-17 Euro Championship Player of the Tournament has snubbed a new one-year deal to return to Holland, says The Sun.
Ebecilio's exit is the latest blow to hit Gunners boss Arsene Wenger's future plans.
Swiss defender Martin Angha, also 19, is leaving to join Bundesliga side Nuremberg.
