The Daily Express says City are believed to have made the first move to sign him, with assistant coach David Platt attending the Rams' away game at Brighton to run the rule over the 17-year-old.

Hughes is an exciting talent, who has modelled his game on Barcelona's midfield maestros Andres Iniesta and Xavi.
