Locatelli was recently name checked by Milan president Silvio Berlusconi as one to watch.
MilanNews.it says Arsenal sent scouts to view Locatelli in action over the last few days and tried to make contact with his agent.
Locatelli is seen as one of the key figures for the future of Milan, having come through the youth academy.
