According to TNT Sports, the Gunners want to sign Boca Juniors pair Nahitan Nandez and Emanuel Reynoso, as well as River Plate star Exequiel Palacios.
The north London club are looking for thrifty transfers after losing the Europa League final.
They will participate in the Europa League for the third straight time next season.
