The agent of Lazio striker Mauro Zarate admits Inter Milan have made an offer.
Beppe Bozzo has told Sky Sport Italia that the Nerazzurri haven't been able to tempt Lazio to deal.
"I took the proposal to President Claudio Lotito, but he won't sell him on a loan - with the option to buy - deal," the representative said.
"Mauro cost Lazio more than 21m and Lotito wants at least that amount in return for him.
"Zarate is a great player and Lotito isn't that sure about letting him leave."
