Milan have concerns over a deal for Tevez after it emerged City boss Roberto Mancini has been on the phone to Inter Milan president Massimo Moratti about setting up a rival offer.
The development could force Milan to revise their current bid of a free loan with the option to sign permanently for €24 million in June.
