A document detailing the investment has indicated that United cannot make any big moves until INEOS are in the door.
Even as the investment is ratified, United must consult Ratcliffe on any significant moves.
For instance, neither manager Erik Ten Hag or the football director John Murtough can be sacked without INEOS approval.
