Preston boss Paul Simpson is waiting for a decision from David Nugent over where he will be playing next season.
But Simpson has hinted that other business could be dependent on whether Nugent completes his protracted move to Portsmouth.
He told the club's website: "At the moment we have hit a brick wall and we are no closer to bringing anybody else in.
"We've had talks with a couple of other people but I don't think anything is imminent. We need to know what is happening with David Nugent. We need to know whether we've got finances coming in, which will help the football club, or whether or not he is going to be staying here.
"We will wait and see what happens with that one to see if we can go and bring in any more signings."
