Chelsea boss Jose Mourinho's loan programme will produce readymade Blues players.
Former Chelsea first-team coach Eddie Newton is co-ordinating the loan operation, from Romelu Lukaku at Everton to goalkeeper Thibaut Courtois at Atletico Madrid.
The club also have strong links with Dutch club Vitesse Arnhem and are keen to forge relationships with more clubs where they believe their kids could develop.
Mourinho said: "The club is working really well on that area. Eddie Newton is hard-working and well organised. They follow the players who are on loan, the work the players are doing at every club where the players are on loan, and we wait for the right moment to bring them in to succeed here."
