Per The Mail, a bid of £35 million plus-add ons has been deemed insufficient by the Saints.
Southampton want around £50 million if they are to part with the former Manchester City youth star.
The Saints know that Lavia is highly rated, with clubs other than Liverpool also expected to put in bids.
The Reds will have to pay up if they want to secure the services of the talented, all action midfielder.
