Globo reports says everything is agreed between all parties and only red-tape needs to be navigated for the transfer to be rubberstamped.
Liverpool have accepted Al-Ittihad's £40m offer for the Brazil international, who has already settled personal terms.
The midfielder has decided to make the move after being convinced he was being phased out by Brazil.
Fabinho will join N'Golo Kante and Karim Benzema at Al-Ittihad where he will be coached by former Wolves and Tottenham manager Nuno.
