Chelsea are set to bid for Montpellier striker Elye Wahi this week.
TMW says Chelsea aim to act in the coming days to burn off competition from across Europe.
The Blues intend to buy Wahi and send him immediately on-loan to French partners Strasbourg on-loan for the new season.
Chelsea's umbrella company, BlueCo, bought out Strasbourg last month.
Chelsea aim to do business with MHSC for Wahi at a price of €35m.
