The attacking midfielder has starred for Sevilla this season, having scored eight goals and provided seven assists in 21 league appearances.
Chinese Super League side Dalian Yifang failed with a €39m offer last month, with Sevilla unwilling to sell.
The Andalusian club will have to fend off more interest for the 26-year-old, as Chelsea have already made contact over a deal, according to Estadio Deportivo.
Sarabia can play in a number of positions across the attacking third, making him a popular target for Maurizio Sarri, who will also welcome Christian Pulisic to the club in the summer.
Real Madrid had also shown an interest in the Spaniard early last month.
