Arsenal are preparing a bid for Lazio midfielder Sergej Milinkovic-Savic.
Il Corriere dello Sport says the Gunners are preparing an opening bid for the Serb.
Arsenal plan to offer €50m for the midfielder.
However, Lazio president Claudio Lotito is expected to immediately reject the proposal.
Lotito is seeking bids starting at €70m.
