While Hammers boss Manuel Pellegrini has ruled out selling the defender, a loan move to the continent is now on the agenda.
Oxford spent last season with Borussia Monchengladbach and a return to the Bundesliga is under consideration.
Hannover 96, RB Leipzig and Eintracht Frankfurt are all queuing for the 19 year-old.
But Oxford could also be placed in France, where several Ligue 1 clubs are keen.
