Le 10 Sport says new Spurs manager Nuno and sporting Fabio Paratici are fans of both players.
And Spurs are prepared to try for the France internationals.
Plea, a centre-forward, and winger Thuram have both long been linked with a move to England.
At Spurs, Plea would be viewed as a potential replacement for unsettled star centre-forward Harry Kane. Thuram, meanwhile, can play on a flank and centrally and would add attacking versatility to Nuno's squad. Thuram is the son of former Barcelona and Juventus defender Lilian Thuram.
With a contract to 2023, Plea enjoyed an impressive campaign last season, scoring 12 goals in 39 appearances and producing five assists. Thuram, also with a deal to 2023, scored 11 goals in 40 appearances.
For the moment, Spurs are yet to approach Gladbach, but are now discussing the prospect of a moving for the pair.
