Tottenham have an opening offer for Manchester United midfielder James Garner.

The Sun says Tottenham are making a surprise move to sign Garner this month.

Spurs are in the market for English talent to help address their homegrown quota problems, and they are now looking to raid United for the 21-year-old.

Tottenham are interested in signing Garner with United willing to sell their former trainee for around £14million this summer.

Tottenham have already submitted an opening offer for Garner but it has not met United's valuation.
