Spurs have launched a £23 million bid for Atletico Madrid's Jackson Martinez, according to Marca.
Following his £26.6m move from Porto in the summer, the Colombian striker has failed to live up to his reputation, scoring three times in 20 appearances in La Liga for Atleti.
Searching for a forward to take the goal-scoring load off Harry Kane, Spurs have tabled an opening offer for Martinez, but it has been reported that Atletico will not accept a bid that does not match what they originally paid for the 28-year-old.
Atletico's future transfer embargo may also play its part in halting the transfer of Martinez to White Hart Lane.
