The People says nine players are out of contract this summer - goalkeepers Keiren Westwood and Oscar Ustari, defenders Phil Bardsley, Carlos Cuellar and Andrea Dossena, and midfielders Craig Gardner, Sebastian Larsson, Jack Colback and David Vaughan.
The squad also includes five loan players - Liverpool striker Fabio Borini, Swansea midfielder Ki Sung-Yueng and defenders Marcos Alonso (Fiorentina), Santiago Vergini (Estudiantes) and Ondrej Celustka (Trabzonspor).
The Black Cats reported a £23million loss in the year to the end of July 2013.
And relegation could see big-money signings Steven Fletcher (£12m), Adam Johnson (£10m), Emanuele Giaccherini (£6.8m), Jozy Altidore (£6.5m) and Lee Cattermole (£6m) go to cut costs.
