Strasbourg defender Mohamed Simakan was left frustrated missing out on a move to England before Monday's transfer deadline.
Le 10 Sport says Southampton and West Ham both tabled offers for Simakan, but fell short of Strasbourg's €20m assessment.
West Ham offered €17m for Simakan, while Saints also bid, but both proposals were rejected.
AC Milan tabled €15m for the defender, but Strasbourg refused to budge from their asking price.
Simakan is frustrated to still be with Strasbourg, where his contract runs to 2023.
