The teenager has been the subject of negotiations between the Gunners and ASSE for several months, with a valuation of €30m long known.
However, French reporter Manu Lonjon, of Yahoo Sports, says Tottenham have stepped in and met ASSE's asking price.
And they're not alone, with Wolves also making an approach to ASSE.
As such, Arsenal are now facing the prospect of missing out on Saliba due to their limited transfer budget.
