Werder Bremen have been forced to drop plans of re-signing Southampton defender Jannik Vestergaard.
Werder had hoped to take Vestergaard on-loan in January to the end of the season.
However, Kicker says Saints have rebuffed the approach, insisting the defender will not be allowed to leave on-loan.
Werder sports chief Frank Baumann said of their winter market plans: "We have created an internal list of priorities, but we are not restricted to a specific team position.
"It's about whether a player has the qualities that we can use."
