Former Tottenham midfielder Graeme Souness says chairman Daniel Levy must support manager Mauricio Pochettino in the transfer market.
Souness says Pochettino should be more forceful in seeking transfer funds - even though Tottenham are paying for a new stadium.
"The manager has towed the party line. I've never been in a dressing room where you didn't want more players. Players want new players," he said.
"I think Mauricio has towed the party line beyond the call of duty. they're risking everything.
"(Fernando) Llorente is an old fashioned player but there are stiffer tests than Fulham coming up. It's not just about Harry's (Kane) goals, he's a creator as well."
