New manager Marco Silva and Director of Football Marcel Brands made that clear on Monday, as the pair got down to business on their first day at work with the Blues.
Rooney is expected to join DC United in the coming weeks.
Asked if Everton had agreed to sell, Brands said: “What I understand, yes, but it is up to Wayne of course. The clubs are close to having an agreement."
Silva also hinted that the club have made the decision to offload him.
“Wayne needs to take this decision and the club needs to take this decision as well," the new boss explained.
“It's something not in my hands, something that started before. It's Wayne's decision with the club before I came. He is a club legend and what I hope everybody works out this situation - him and the club - because he's a club legend and for me that's everything."
